The problem isn't that. The problem lies in the criteria in which the citizenships are issued. Clearly there needs to be a revamp on the system. People waiting 22 years can't get citizenship, and just near around the elections, these people are given the citizenship.
I have no problems with immigrants voting. If you join Malaysia, you're part of Malaysia.
My suggestion of revamp;
1.) Issue three types of Citizenship
a) Natural (Naturally born in the country)
b) Permanent Resident (only PR status)
c) Unnatural (Receiving citizenship via application)
2.) Increasing minimum years for PR from 5 to 6 or 8 years before being able to apply for citizenship
3.) Education access to those who receive citizenship to enable their kids to go to school
Anyway, just my 2 cents.
